Political Platform of Cambodian People’s Party (CPP)

• Communes/sangkats will be allocated financial resources of no less than 2.8 percent of the current annual national budget. The rate will be further increased in order to promote commune/sangkat development.

• Farmers will receive support from the state in order to ensure production increases, market access and good prices for agricultural products.

• Efforts will be made to reduce interest rates for micro-finance loans to strengthen the protection of poor people who are in debt to micro-lenders.

• Landless people or those who face land shortfalls will receive land for residential construction and plantation through the implementation of a social land concession scheme.

• Residents will receive the following public services free of charge: registration of birth, marriage, and death certificates, family records, residence records, and Khmer National Identification Card.

• All citizens will receive better medical examination and treatment at health centers and state hospitals. Poor people and those who lack access to medical care will receive these services free of charge at health centers and state hospitals.

• Each commune/sangkat will have at least one junior high school. Each district/khan will have at least one high school; with various primary schools distributed across villages so that children and youths can all enjoy access to education.

• Resources will be directed to develop irrigation systems for farms and to provide clean water for daily usage in all communes/sangkats.

• All villages will be connected to the power network at the low prices, under a three-tier system in which heavier users pay more per kilowatt-hour. Farming communities will receive low-cost power to use at night for pumping water to increase agricultural output.

• Roads will be built to connect urban areas to all villages and rural dirt roads will be paved.
