I don't know why the Chinese goes out of their way to capture these people. China: "Here Kim Jong Un, we got these guys for you, now please don't nuke us." They use troops and time and money to help north Korea. So how do we solve this? Throw them money to do the right thing (in my eyes), since throwing people money will get people to do anything most of the time. Getting things done the official way get you no where, bibery can be useful when people are greedy, which they all are.
