With the increase development and less persecution in Xaisomboun Province, most of the Chaofah fighhters had surrendered to Lao PDR. To stop these kinds of clashes, the Lao PDR need to do more in development to welcome them out. Instead of sending more troops, should send negotiators to give them safety guarantee to get them out of the wood. Sending troops just mean you want war. This military policy just don't work that is why the war is there so long.
