"Dung, 66, has served two terms as prime minister and is seen by many analysts as more cosmopolitan and dynamic than Trong, 71. Both men are over the official retirement age of 65, but Vietnam has made exceptions to that rule in the past for the top leader."

Where is the rule of law? So the people at the top could do whatever they wanted? Age-limit, term-limit, it doesn't matter. Once you reached that limit you are out unless the law specified otherwise.

"in a democratic and responsible manner." Is this a joke? Oh, democratic to only the few at the top. My bad.
