The Mekong River is an international river because it flows through many countries.The Mekong doesn't belong to the whole planet as common goods like someone has claimed.The Mekong River is a natural border between Laos and Thailand delimited by the 1907 Franco-Siamese treaty over which Laos does exercise fully its sovereignty.Laos in cooperation with Thaialnd has a sovereign right to build the hydroelectric dams over the body of that watercourse.
