The lao technicians dealing with the lao hydropower need to bring clarification about the utilities and benefits of the dams to the lao people.It seems to me that people got a wrong idea about those dams.Technically the dams are to regulate the debit and flow of water to prevent the flooding and keep the water at good level during the dry season.
