미국의 라이스 국무장관은 북한의 완벽하고 정확한 핵목록 신고를 촉구하면서 북한의 핵폐기 진전에 따라 미북관계 개선도 가능하다고 강조했습니다.
라이스 장관은 21일 국무부 기자회견에서 북한의 핵폐기 약속 준수를 촉구했습니다. 라이스 장관은 북한이 정확하고 완전한 핵목록 신고를 한 후 핵폐기에 적극 나선다면 미국도 북한과의 정치적 관계개선이 가능할 것이라고 말했습니다.
Rice: Look, we don't have permanent enemies, the United States doesn't. What we have is a policy that is open to ending conflict and confrontation with any country that is willing to meet us on those terms... If, in fact, we continue on a path of completing the next stages on North Korean denuclearization, if the denuclearization continues, then the agreement that we signed in September 2005, and the February 19th agreement of last year, is very clear on a pathway toward better political relations between the United States and North Korea. And there can be many different opportunities within that context of improved relations.
"미국에게 영원한 적국은 없습니다. 미국의 정책은 미국이 바라는 조건들만 충족시킨다면 북한을 포함한 어떤 나라와도 갈등과 대결을 종식시킬 수 있도록 문호를 열어 놓는다는 것입니다. 만일 북한의 비핵화 과정이 계속 진행돼 나간다면 2005년 9월 6자회담 합의 등에서 약속한 것 같이 미국과 북한의 정치적 관계도 진전될 수 있습니다. 이러한 진전된 미북관계 속에서 북한은 많은 기회들을 얻게 될 것입니다."
라이스 장관은 특히 북한의 핵목록 신고가 연말까지 이뤄지길 바란다면서도 더욱 중요한 것은 정확하고 완전한 신고라고 강조했습니다. 특히 우라늄 농축을 통한 북한의 핵개발 의혹과 관련해 미국은 이 부분을 계속 우려해왔다면서 미국이 북한의 완전하고 정확한 핵목록 신고를 바란다는 점을 거듭 강조했습니다.
Rice: But we have been very clear that we expect a declaration from North Korea that is complete and that is accurate. As you know, we have long been concerned about highly-enriched uranium as an alternative route in North Korea, and so we expect there to be a declaration that is complete and accurate.
라이스 장관은 또 핵을 포기한 리비아의 경우 국제사회에 편입되고 수많은 국제사회의 투자가 이뤄지는 등 리비아는 핵포기로 인해 많은 이익을 얻고 있다고 지적했습니다.
