국무부 대변인은 26일 한국 이인영 통일부장관이 최근 북한 주민들이 처한 인도주의적 위기를 고려해 대북제재를 재검토할 필요가 있으며, 국제사회의 공감대가 형성된다면 비상업용 공공 인프라 등의 분야로 제재의 유연성이 확대되는 것이 바람직하다고 언급한 데 대한 논평 요청에 이같이 답했습니다.
북한은 국제항공과 선박에 대한 국경봉쇄를 포함한 극도로 엄격한 코로나 대응 조치를 시행해 왔으며, 이 같은 혹독한 조치들은 인도주의 단체, 유엔기구와 다른 나라들이 제재위원회로부터 신속한 제재 면제를 받은 후에도, 지원을 가장 필요로 하는 사람들에게 지원품을 전달하려는 노력을 상당히 방해하고 있다고 대변인은 설명했습니다.

These severe measures have significantly hindered the efforts of humanitarian organizations, UN agencies, and other countries to deliver aid to those most in need after they received swift exemptions from the 1718 Committee.)
그러면서 미국은 계속해서 유엔의 인도적 지원 제재면제 신청을 최대한 신속히 검토하는 데 전념할 것이라고 대변인은 밝혔습니다.
국무부 측은 이어 국제사회 또한 반드시 인도적 지원이 북한의 가장 취약한 주민들에게 전달될 수 있도록 국제적으로 인정된 최고의 관행에 부합하는 신뢰할만하고 투명한 모니터링 즉 검증과 평가, 접근, 감시 등을 계속해서 요구해야 한다고 강조했습니다.
(We are committed to continuing to review UN humanitarian exemption applications as quickly as possible. The international community must also continue to insist on credible and transparent monitoring and evaluation, access, and oversight, consistent with internationally recognized best practices to ensure humanitarian aid reaches the most vulnerable North Koreans.)
미국은 수 십년간 북한 주민, 특히 가장 취약한 계층의 인권과 존엄을 보호하고 증진시키려는 노력을 옹호해 왔으며, 이 같은 노력의 일환으로 미국은 대북제재위의 인도주의적 제재면제 과정을 간소화하기 위한 노력을 주도해왔다고 대변인은 말했습니다.
