미국 허드슨 연구소의 마이클 호로위츠 선임연구원은 지난 25일 워싱턴에서 열린 한 토론회에서 북한 여성들이 중국을 포함한 아시아권을 벗어나 미국에까지 팔리고 있다고 주장했습니다. 그 구체적 실례로, 그는 미국 대통령 관저인 백악관 바로 근처에서 한국계 범죄조직들이 운영하는 6-7개의 마사지 영업소에 약간 명의 북한여성들이 성노예로 전락해 살고 있다고 말했습니다.

Michael Horowitz: Within the shadow of the White House, there are six or seven massage parlours run by the Korean mafias. And the standard technique as Katherine Chon, who is the great expert on this subject, has described and Frank Wolf and many others has done, when they bring along, there is a handful of North Korean women in that mix, brought in from China.

호로위츠 연구원은 프랭크 울프 (Frank Wolf) 미 연방하원의원과 미국 내 인신매매 희생자 지원단체인 ‘폴라리스 프로젝트’ 등을 인용해, 이들 범죄조직들이 중국서 팔려온 북한여성들에게 ‘암페타민’이라는 마약을 강제로 복용하게 한 후, 매춘행위를 하도록 해, 돈을 벌고 있다고 밝혔습니다.

Michael Horowitz: The first thing they do to these women is say "Look, you've got to take some sort of medicine ‘amphetamine pills’ and the mafias here take these women with amphetamines in order to make them pliable and serviceable as trafficked women and slaves within the shadow of the White House.

‘폴라리스 프로젝트’의 캐서린 전 사무총장은 북한 여성이 미국내에서 성 착취를 당하고 있다는 주장은 충분히 가능성이 있는 것이라고 6일 자유아시아방송과의 회견에서 말했습니다.

그는 세계 주요 인신매매 통로 중의 하나는 중국으로부터 미국이며, 이미 북한에서 중국으로의 인신매매는 명백한 사실임을 지적했습니다. 따라서 상당수의 여성들이 북한에서 중국으로 팔려갔다면, 이중 일부가 미국으로 이미 팔려왔거나 팔려올 수 있다는 것을 예상하는 것은 어렵지 않다는 설명입니다.

Katherine Chon: If you look at different trafficking pattern, there's a clear trafficking route from North Korea to China, and many trafficking routes from China to the US. So we would predict that if there were people who had been trafficked from North Korea to China, that they may also be trafficked from China to the US. So we recognize that there is a possibility for that to have happened or for that to happen, but we don't have those specific cases at Polaris Project.

그는 실제로 미국에서 성매매된 북한여성 피해자 사례가 몇 건 있었다는 이야기를 들었다고 밝혔습니다. 그러나 자신이 몸담고 있던 인권단체에서 직접적으로 다룬 사안이 아니기 때문에 확인해줄 수는 없다고 덧붙였습니다. 게다가 이 문제는 현재 매우 민감한 사안이라고 조심스럽게 반응했습니다.

Katherine Chon: We recognize it as a very sensitive issue, but we have heard anecdotally that there may be North Korean who have trafficked to the US and anecdotally that there have been some cases, but we have not been able to confirm and know any more of the details of potential cases.

John Miller: ...(North Korean women) trafficked into the US? I'm not saying it doesn't happen, (but) I have no evidence of that.

한편, 미 국무부가 5일 발표한 연례 국제인신매매보고서에 따르면, 중국내 탈북자 수만명 가운데 절반이상이 인신매매 희생자인 여성들로 알려졌습니다.
