လွတ်လပ်စွာ ဆန္ဒပြခွင့် ဥပဒေပြဌာန်း

မြန်မာနိုင်ငံမှာ ငြိမ်းချမ်းစွာ စုဝေးခွင့်နဲ့ ငြိမ်းချမ်းစွာ စီတန်း လှည့်လည်ခွင့်ဆိုင်ရာ ပြည်ထောင်စု လွှတ်တော် ဥပဒေအမှတ် (၁၅) ကို ဒီကနေ့ ပြဌာန်းလိုက်ပါတယ်။

ဒီဥပဒေသစ်အရ ဆန္ဒပြလိုသူတွေဟာ ရဲအဖွဲ့မှာ ၅ ရက်ကြိုတင် ခွင့်ပြုချက် လျှောက်ထားရမှာ ဖြစ်ပြီး လျှောက်တဲ့အခါမှာ ဆန္ဒပြမယ့်သူ ဦးရေ၊ ဆန္ဒပြလိုတဲ့ ရည်ရွယ်ချက် စတာတွေကိုပါ ထည့်သွင်းဖောပြပြီး လျှောက်ထားနိုင်တယ်လို့ ဖော်ပြထားပါတယ်။

ဒီဥပဒေ ထုတ်ပြန်လိုက်တာနဲ့ ပတ်သက်ပြီး ဥပဒေအတိုင်ပင်ခံ ဦးအောင်သိန်း က RFA ကို အခုလို ပြောပြပါတယ်။

“ယခင်က မရဖူးတဲ့ စုဝေးခွင့်နဲ့ စီတန်းလှည့်လည်ခွင့် ဥပဒေပေါ့ဗျာ။ ဟိုတုန်းက ငါးယောက်ထက် စုဝေးခွင့် မရှိ ဆိုတဲ့ ရာဇသတ်ကြီး ဥပဒေနဲ့စာရင်တော့ ငါးယောက်မက စုဝေးနိုင်တယ်ဆိုတဲ့ အခွင့်အလမ်းတော့ ရှိတာပေါ့။ ဒါပေမယ့် တဖက်ကလည်း လျှောက်ထားလာတဲ့ စုဝေးခွင့်နဲ့ စီတန်းလှည့်လည်ခွင့်ကို ငြင်းပယ်နိုင်တယ် ဆိုတဲ့ အကြောင်းပြချက်ကိုလည်း ပေးထားပြန်တော့ ဒါတွေက ဒီမိုကရေစီနဲ့ လူ့အခွင့်အရေးအတွက် ကန့်သတ်ချုပ်ချယ်ထားတဲ့ မူတရပ်လို့ပဲ ပြောချင်ပါတယ်”

ဒီဥပဒေ ကန့်သတ်ချက်တွေနဲ့ ပတ်သက်လို့ ဦးအောင်သိန်းက အခုလိုပြောပါတယ်။

“ငါးရက်ကြိုတင် လျှောက်ရမှာတို့၊ လူဦးရေစာရင်း ဖော်ပြရမှာတို့၊ ပြောမယ့်ဟောမယ့်သူနဲ့ လျှောက်ထားသူရဲ့ ကိုယ်ရေးရာဇဝင်တွေ ပေးရမှာတို့ ဆိုတာတွေဟာ ဒီမိုကရေစီ နိုင်ငံတွေမှာတော့ အဲဒါတွေဟာ ကျင့်စဉ်တခုအနေနဲ့ ရှိနေသလားတော့ မသိဘူးပေါ့။ အဲဒီဟာတွေကို ကျနော်တို့က အတုယူပြီးလုပ်တာလား ဒါမှမဟုတ် အဲဒီ ဒီမိုကရေစီ နိုင်ငံတွေမှာ မရှိတဲ့ဟာတွေကို လုံခြုံရေးအခြေခံကို အဓိက ထားပြီးတော့ စည်းမျဉ်းဥပဒေ ရေးဆွဲတဲ့သဘောလားတော့လည်း မပြောနိုင်ဘူးပေါ့”

မှတ်ချက်ပေးပို့ရန်

မှတ်ချက်များကို အောက်ပါ ပုံစံတွင် ရေးသားနိုင်ပါသည်။ RFA ၏ အသုံးပြုခြင်းဆိုင်ရာ စည်းမျဉ်းစည်းကမ်းများနှင့် အညီ လိုအပ်လျှင် တည်းဖြတ်ပြီး ဖော်ပြပါမည်။ မှတ်ချက်များကို ရေးပြီးပြီးချင်း ချက်ခြင်း မြင်ရမှာ မဟုတ်ပါ။ တင်ပြထားသော မှတ်ချက်ပါ အကြောင်းအရာများ အတွက် RFA မှာ တာဝန်မရှိပါ။ ကျေးဇူးပြု၍ တခြား မှတ်ချက်ရေးသူများ၏ အမြင်ကို လေးစားပြီး အကြောင်းအရာကိုသာ အဓိကထား ရေးသားစေလိုပါသည်။

I believe, it does exist in other countries like U K , U S and Australia.

Time limit of 5 days OR 3 days OR within 48 hours..

But it exists in principle. I am not bias to any team.

Please let them look it up in internet. Their constituency website.

The rule for free demonstration is obviously no free at all.
How can you know how many peoples will participate in demonstration?
Need to apply permit in advance for free demonstration is Thein Sein’s Government latest copy from currently passed new Malaysia‘s demonstration law.
The secrete police will certainly detain the peoples whose name are in lists once organizer give the lists to police. The Government will never let Burmese peoples to demonstration. Only fake demonstration will happen and it was organized by Government.
I’m doubt about the Government intention for changing it policy. Thein Sein and his ex-Generals are using Daw Su and some of well-known political prisoners for US and EU to lift sanction.
Only way to know how much ex-Generals are preparing to bargain for EU and US lifting sanction is testing with anti-demonstration law demonstration in New Year.
