Prime Minister Hun Sen's year-end announcement that Cambodia had extracted its first drop of crude oil in the Gulf of Thailand raised immediate concerns among critics that instead of funding education and health as he promised, revenues from the government joint venture with a Singapore firm will be pocketed by authorities or used to bolster the ruling party.
