中駐歐代表團戰狼言論遭嚴辭駁斥 歐盟外交發言人:將續為港人疾呼

歐盟首席外交官日前發表關注香港問題的聲明後,中國駐歐盟代表團隨即在周四(10日)發表戰狼式聲明回應,威脅將作反擊。歐盟外交發言人周五(11日)就事件回覆本台,反駁中方言論,表示極力反對《港區國安法》,並強調將繼續為香港人權自由疾呼。(吳亦桐 報道)

對中國駐歐盟代表團的聲明,歐盟外交事務部、歐盟外交及安全政策新聞發言人斯丹諾(Peter Stano)回覆本台表示,歐盟對於在香港實施《國安法》及隨後的選舉制度變化的立場已經多次闡明。

對於中方指「歐盟干涉香港內部事務」的指控,這名發言人說,香港正在發生的事情具有明顯的國際性。 1984 年在聯合國登記的《中英聯合聲明》,顧名思義,是一項國際協議,並規定了中國在《基本法》和「一國兩制」原則對香港自治權的國際承諾。此外,作為歐盟,我們致力於促進和捍衛所有人權、法治和民主,無論是在我們歐盟本土還是在全世界範圍。我們一直在極力反對北京強加的《國家安全法》,並將繼續在香港人的基本自由和權利因其實施而受到侵犯時大聲疾呼。

對於中國駐歐盟代表團聲稱推行《國安法》和更改香港選舉制度「合理合法、正當必要的決定得民心順民意」。斯丹諾反駁指,香港人大規模動員起來,反對實施港版《國安法》、反對選舉改革,反對全面鎮壓泛民主力量,反對扼殺多元主義,反對侵蝕基本自由,這是有目共睹的。數十萬人抗議中國強加給香港的決定,這些游行抗議活動的視頻和圖片,讓任何觀察者都清楚地看到了真實的情況,無論是否企圖傳播相反的信息。執法部門對這些抗議活動使用暴力和任意拘留的反應,以及對知名民主人士的指控和判刑的視頻和圖片也說明了真實情況。

斯丹諾還駁斥了中方指「歐盟無視其境內問題」的說法。他表示,正如歐盟委員會主席馮德萊恩(Ursula von der Leyen)在「 2020 年國情咨文」中所說:「歐洲並非沒有問題。但我們公開討論它們。批評和反對不僅被接受,而且受到法律保護。因此,侵犯人權的行為無論在何時或何地發生,歐盟都必須對其表態,不管是在香港或是維吾爾人身上,我們相信民主和個人權利的普世價值。

周三,歐盟外交及安全政策高級代表、歐盟委員會副主席博雷利(Josep Borrell)就香港局勢發表聲明。博雷利譴責香港《國安法》與最新的香港選舉制度違反香港基本法原則和《中英聯合聲明》承諾,香港《國安法》被用來扼殺香港的政治多元化,以及香港法律和國際法保障下的人權和政治自由權利。聲明還關切香港泛民主派人士被捕狀況。

博雷利還表示歐盟敦促中國履行其國際承諾和法律義務,尊重香港的高度自治和自由人權,停止打壓捍衛香港人權自由和民主價值的人士,歐盟將繼續加強對香港局勢的應對,為此,歐盟將考慮派出高級官員訪港。

周四,中國駐歐盟代表團在其官網上發表措辭強烈的聲明,為《國安法》及新選舉條例辯解,聲明還指責歐盟「無視自身人權和制度弊病,一再打著民主、人權和價值觀的旗號插手香港事務」,要求歐方停止插手香港事務和針對中國搞小圈子,並警告歐盟將作出反擊。

The European Union’s position as regards the imposition of the National Security Law and the subsequent electoral changes in Hong Kong has been repeatedly stated, most recently in the statement on 9 June which contains all the elements of our position and response to the situation.

We refute the allegations that that is EU interference in internal Hong Kong affairs. There is a clear international aspect to what is happening in Hong Kong. The Sino-British Joint Declaration of 1984, registered at the United Nations, is by definition an international agreement, and sets out China’s international commitments as regards Hong Kong’s autonomy under the Basic Law and the ‘One Country, Two Systems’ principle. Further, as the European Union, we are committed to promoting and defending all human rights, the rule of law and democracy both within our borders and worldwide. We have been extremely vocal in our opposition to the imposition of the National Security Law by Beijing, and will continue to speak out whenever the fundamental freedoms and rights of the people of Hong Kong are violated under its implementation.

We also refute the allegation that the EU ignores issues within its borders. As European Commission President von der Leyen said at the 2020 State of the Union address: “Europe is not without issues. But we discuss them publicly. Criticism and opposition are not only accepted but are legally protected. So we must always call out human rights abuses whenever and wherever they occur – be it on Hong Kong or with the Uighurs. We believe in the universal value of democracy and the rights of the individual.”

We thoroughly question the remark made by the Chinese Mission that: “This lawful, justifiable and necessary decision have won the hearts and minds of the people.”. The mass mobilisation of Hongkongers against the imposition of the National Security Law, the electoral changes, and overall crackdown on pro-democracy forces, the stifling of pluralism, and erosion of fundamental freedoms, has been clear for everyone to see. Videos and pictures of hundreds of thousands of people protesting these decisions imposed by China make it clear to any observer what the true situation is, regardless of any attempts to spread information to the contrary. Videos and pictures of the response of the law enforcement authorities to these protests, using violence and arbitrary detention, as well as charges brought against and sentences handed down on prominent pro-democracy figures also tell the true story.
